Chandigarh: Gurcharan Singh Rishi was attempted to be burnt alive by Congress party workers and goons on 1st Nov 1984. His uncle Santokh Singh got killed and his father and brother got injured, while the family home was burnt down and their vehicles were also set on fire.
Gurcharan Singh was thrown in the burning truck survived, but died on 17th of February in 2009, due to the burn injuries suffered by him in 1984.
He lived a live of half-burnt paralysed person as his wounds never healed.
No body has been charged till date. CBI recorded his statement on 11.3.2008, where in he specifically named Sajjan Kumar Ex- Member Parliament of Congress party, but CBI refused to take action on the plea of not having a mandate to do so.
Senior lawyer Advocate Navkiran Singh said that his representation to CBI of 14 January 2010 met a dead wall.
“The local police station, where the crime was reported by brother of Gurcharan Singh on 9 November 1984 reports non availability of any such record. The reason is that Sajjan Kumar Ex- Member Parliament of the area is one of the accused. After the death of Gurcharan Singh his statement can be treated as a dying declaration, but CBI for the reasons best known to it is silent”, Advo. Navkiran Singh said during a press conference held at Press Club, Chandigarh on November 2, 2016.
“Will the CBI now come out of pressure due to changed circumstances and register an FIR”, asked her.
“Would the Delhi government compensate the family for the loss of life of Gurcharan Singh, which state of Punjab inspite of orders of the Punjab and Haryana High court in CWP No 8632 of 2012 failed to address”, he said while informing that fresh representations have been sent to CBI and Delhi Govt for action on 1 Nov. 2016.
“It’s a shame that the killers of my client and his uncle have not been tried till date due to their clout in the power circles. Now with Congress govt not in power we request all to help us achieve justice for Gurcharan Singh Rishi and his family members on the 32nd anniversary of 1984 Sikh Genocide”, said Advo. Navkiran Singh.
