Chandigarh: The Punjab government has reportedly issued “no-objection” to Prof. Devender Pal Singh Bhullar’s transfer to Amritsar in Punjab. Prof. DPS Bhullar, a Sikh political prisoner, is undergoing imprisonment for life under TADA in Delhi’s Tihar Jail.
The government has said it had no objection to his shifting as it “does not anticipate any law and order problem in the state over the matter”.
Following a no objection certificate issued by the state’s Prison Department, the government has forwarded its clearance to the Delhi government.
The Delhi government has already granted clearance to jail transfer of Prof. DPS Bhullar.
Prof. Bhullar’s wife Navneet Kaur had sought his shifting to Amritsar jail citing the Jail Manual which has a provision that a convict can be shifted to a jail closer to his home if the state government concerned approves it.
A Prison Department official said they had issued an NOC few days ago after studying the rules and ground situation with the help of the police, which said Bhullar’s shifting would not create any trouble.
It is notable that Prof. Bhullar is undergoing treatment in Institute of Human Behaviour and Allied Sciences (IHBAS) for last few years. He was sentenced to death by an Indian court in a 1993 TADA case. He remained on death row for more than a decade and his sentenced was commuted to imprisonment of life by the Supreme Court of India.
