Barnala Incident: DSP Placed Under Suspension; DIG Level Inquiry Ordered to Look Legal Options Against S. Mann

Chandigarh/ Bathinda: The high voltage drama that took place on Barnala-Bathinda Road on the intervening night of November 5 and 6, where SAD (A) chief Simranjit Singh Mann had ‘arrested’ a Punjab police SHO for being drunk during the duty has begun to show the fallout.

The state government has reportedly placed Tapa DSP Raj Kapoor on suspension and asked Patiala DIG to conduct a probe incident.

According to the Indian Express (IE), a top police official, said the police were examining legal aspects to see whether any case could be made out against Mann for (allegedly) ‘preventing a government servant from doing duty’.

Notably, on their way back from Ludhiana S. Simranjit Singh Mann, Gurdeep Singh Bathinda (UAD) and others were intercepted by an SHO from Bathinda district at Barnala around mid-night. S. Mann told him that he had no jurisdiction to stop them as he (SHO) did not belong to Barnala police. As per information the concerned SHO named Jagjit Singh was posted at Thermal Plant PS in Bathinda.

In a video uploaded to Facebook on Shiromani Akali Dal Amritsar’s page, S. Mann is seen holding SHO by his arm and telling him that he was under arrest. S. Mann also told his supporters to get SHO into a car to take him to Barnala SSP and get him medically examined for being drunk on duty.

The post on SAD (Amritsar) page reads: “Simranjit Singh Mann illegally detained by Bhatinda police in the jurisdiction of Barnala by a Drunk inspector Jagjèt Singh with one ASI and two constables all from Bhatinda Police“.

The SHO is seen requesting them to listen to him and that he was ready to undergo the medical examination. SHO also turned defensive on the issue being out of jurisdiction.

One of S. Mann’s assistant told him that SSP was informed about the incident and that SSP said that a DSP was on his way.

In another video the Tapa DSP was seen arriving at the scene. DSP is seen taking the SHO to task for troubling everyone, including [Barnala] SSP and him, at odd hours. He then tells Mann that the SP was on his way as Mann complained that the SHO “is drunk, there are liquor bottles in SHO’s official vehicle and that the SHO had beacon lights”. Responding to the DSP’s query, SHO says the beacon lights were in the car as they needed ‘repair’.

According to the Indian Express (IE), Bathinda SSP Swapan Sharma said, “There was a statewide crackdown. So, jurisdiction is not much relevant under the given conditions.” Also, claiming that the SHO was not drunk, he stated, “He was doing his duty.”
