Patiala (July 14, 2012): The Sikh Students Federation today strongly criticized Indian Water Resources Minister Pawan Bansal’s statement suggesting centralization of water resources. SSF is of the view that Mr. Pawan Bansal, in clear terms, has advocated for Centre’s encroachment over States’ right to utilize their natural resource of water by amending the constitution to take away water & related matters from States’ list and transfer them to concurrent list.
“This statement expresses the ominous desires of elite dominated ruling regime of India to encroach over people’s rights and powers of the States” adds the statement issued by SSF vice-president Makhan Singh, on behalf of Students’ body.
SSF President, Parmjeet Singh Gazi, said that Centre has already encroached over powers of the States through various constitutional amendments – especially the 42nd amendment processed and passed during the “internal emergency” declared by Indira Gandhi’s regime. The extent of encroachment is such that constitution of India is no more a document envisaging federal structure.
Central regimes have sharply headed towards having a unitary set-up for this country, which is home for various nationalities.
He said that effective federal structure as envisaged in the Anandpur Sahib resolution could present the minimum viable solution for this country that is facing struggles by various nationalities, cultural and ethnic entities for their rights.
