Ludhiana (October 02, 2009): Media in India is surprisingly quick in getting copies of secret reports of India’s central or state intelligence agencies. While many Punjabi newspapers are reporting stories with reference to ‘sources’ without giving any further explanation to identify those so-called ‘sources’. Some days ago a Hindi news channel IBN7 telecasted a ‘news drama’ which was said to be based on a ‘copy of secret report’ of a State agency. Now Indo-Asian News Agency (IANS) has claimed that it has a copy of another ‘secret report’ of intelligence which exposes that jails in Punjab are becoming fertile grounds for ‘terrorism’ and a ‘hub of anti-national activities’.

IANS report published at Sify.com (Dated: 27 September, 2009) claimed that “This is a dangerous development in view of the Pakistani intelligence agency’s attempt to revive terrorism of the 1980s in Punjab, officers with access to the report said.” and further says that “The report, sent to intelligence officials across Punjab this month, has indicated that Pakistan-based terrorists and their Pakistani handlers were trying to revive terrorism in the state.”

It also claim that “’Many inputs (have) indicated that jails are becoming fertile ground for anti-national activities,’ said the report, a copy of which is with IANS.” and “The report, sent by an additional director general of police, has cited the recent killings of social and political activist Rulda Singh in Patiala and Lily Kumar in Mansa town and their killers’ links with known terrorists.”

A simple reading to the whole story makes it clear that it is drafted to popularize the State or Police/Agencies’ version. IANS, by making reference to ‘secret report’ term Sikhs lodged in various jails in Punjab as ‘terrorists’ though most of them are just under trial prisoners and many are not even charged under any ‘anti-terror law’. A question is but natural here that who gave the right to IANS to term an under trial person as a ‘terrorist’ without any judicial adjudication? In contemporary world practical situation is such that once named as terrorist, people get no change to practice their rights or normal life afterwards. By terming Sikhs  as ‘terrorists’ the State wants to marginalize Sikhs and ‘independent’ media in India is working as a State agency in this regard.
