Chandigarh: Recently, Punjab Chief Minister Parkash Singh Badal claimed that his government has scrapped section 5 of Punjab Termination of Agreements Act, 2004. He, however, failed to tell that when was this done. The Congress party has taken a dig at CM Badal for his statement and Congress leader Sunil Jakhar said that Punjab CM was miss-informed on this issue.
Section 5 was unanimously passed in the Punjab Vidhan Sabha by Congress, SAD (Badal) and BJP on July 12, 2004. This section has validated the extra-legal and extra-constitutional arrangements through which the river water of Punjab was allocated to “non-riparian” states of Rajasthan, Delhi and Haryana.
