Jaspal Singh Gurdaspur’s killing: 71 Punjab police weapons sent to CHD Lab; SIT asked by HC to complete probe in 2 months

Chandigarh/ Punjab (November 19, 2013): It is learnt that the Punjab and Haryana High Court on Monday (November 18, 2013) granted two months’ time to the Punjab police Special Investigating Team (SIT) to submit its status report in the case related to killing/murder of Bhai Jaspal Singh Gurdaspur who was shot dead in police firing in Gurdaspur on March 29, 2012.
The directions reportedly came from a division bench comprising High Court Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih.

It is notable that on 29 March 2013 Sikhs were holding a peaceful protest sitting at Gurdaspur but the police had suddenly opened fire. In this unprovoked police firing a first year engineering student Jaspal Singh had died whereas another Sikh youth named Ranjit Singh had sustained severe injuries. An FIR of the incident was registered on March 29, 2012, at Gurdaspur police station.
According to Hindustan Times (HT): “[d]uring the hearing of the case on Monday, principal secretary home, DS Bains, informed through his affidavit that the chargesheet had been issued to Varinder Pal Singh, then Gurdaspur senior superintendent of police; Manpreet Singh, then deputy superintendent of police; and sub-divisional magistrate (SDM), Tejinder Pal Singh”.
“It was submitted that a regular inquiry into the chargesheet had been further ordered on November 11 against two police officers after finding their replies unsatisfactory. However, in case of the SDM, the department of personnel was taking action against the officer. Also, Sewa Singh, undersecretary of the home department, had been chargesheeted and action was under process against him and it would take two months to complete all departmental proceedings in the case, the court was informed”, the HT news report reads further.
The SIT head, inspector general of police RPS Brar, reportedly further informed the court that a total of 71 weapons of the Punjab police, which were earlier being examined by the forensic science laboratory, SAS Nagar, had now been sent to the central forensic science laboratory, Chandigarh, because the SAS Nagar laboratory would have taken three months to examine them.
The case will now come up for hearing on January 22, 2014.
It is notable that Jaspal Singh was hit by an A.K. 47 bullet. According to a news report published in “Punjabi Tribune” newspaper dated: October 05, 2012 published from Chandigarh, the Jalandhar Division Commissioner S. R. Ladhar had submitted a 228 pages report in which he had raised the question regarding use of deadly weapons such as A.K. 47 and SLR guns, while handling a demonstration by public.
It is notable that the family member of the deceased have already revealed that they were being pressurized by the police to withdraw the High Court proceedings.
