Manipur Fake Encounters: Activists Meet to Pursue the Legal Forums for Justice

Imphal: (Ngangbam Indrakanta Singh) Rights activists have decided to impress upon the Supreme Court and the CBI the need to secure justice for families of the victims of extra-judicial killings after holding a two-day meeting here which was attended by human rights activists from different parts of the country. The meeting ended on Sunday.

Activists of the South Asia Human Rights Documentation Centre, Banglar Manab Adhikar Suraksha Mancha, Asian Federation Against Involuntary Disappearances, Punjab Documentation and Advocacy Project and the People’s Watch Tamil Nadu had shown solidarity with Mani-pur civil society particularly the Extra-judicial Execution Victim Families’ Association of Manipur (EEVFAM) and Human Rights Alert (HRA) in their struggle to get justice against extra-judicial killings.

The EEVFAM and the HRA are petitioners in 1,528 cases of alleged fake encounters by security forces in Manipur.

The Supreme Court had ordered the CBI to form a special investigation team and register 42 FIRs, but so far only 25 cases have been registered.

“The EEVFAM and the HRA organised the meeting as we have reached a critical stage in our struggle for justice,” HRA executive director Babloo Loitongbam said.

“The Supreme Court has ordered an investigation by the CBI and asked it to file a report by mid-May, but the investigation process of the CBI is very slow. There is an apprehension that the expectations of the victims’ families might not be met by the CBI,” he said.

The meeting urged the state government, Centre, Supreme Court and the CBI to take necessary action.

“We are perturbed about the attempt by the CBI to obfuscate issues after its failure to name specific perpetrators though credible actionable evidence exists in the complaints filed by the victims’ families,” said a resolution adopted in the meeting.

The activists urged the governments, courts and the National Human Rights Commission to ensure that the victims’ families, witnesses and defenders, including their families, are protected.

“The current fake encounter case in the Supreme Court is important not only for Manipur, but also for Kashmir. We feel that any achievement in this case will not be an achievement only for Manipur, but also for those who have been victimised by State actors,” chairman of the Asian Federation Against Involuntary Disappearances, Khurram Parvez, said.
