Centre’s Notification Negates Punjab Claim on Chandigarh

Chandigarh: A notification regarding recruitment of government employees in Chandigarh tends to negate Punjab’s claim over its capital city. In 1966 when Punjab was reorganised Chandigarh was made a Union’s territory. The Centre had divided civil secretariat of pre-1966 Punjab between Punjab and Haryana in a proportion of 60:40 respectively. It was set that employees for the Chandigarh cadre will also be taken in same proportion from Haryana and Haryana.

People of Punjab have been demanding full control over the Chandigarh and there was intense political struggle for the same during last decades of previous century.

Central policies eroded the culture of Punjab from the capital city and Punjabi language was systematically marginalised in Chandigarh. It was turned into Hindi area from a Punjabi speaking area. The Central government and Chandigarh administration has enforced Hindi in almost every sphere of administrative work in Chandigarh and Punjabi is forced out. Recently the Punjab University (Chandigarh) has announced to promote” Hindi as official language of the University.

During the ten year tenure of BJP-SAD (Badal) government in Punjab, the government of Punjab shifted its key offices from Chandigarh to Mohali. Barring Civil Secretariat of Punjab and governmental residences almost all key offices of Punjab have been moved out of Punjab.

Due to central policies have even violated the 60:40 scheme and Punjab lost its administrative say in Chandigarh administration. The Central government was not following 60:40 scheme and the proportion of Punjab’s share in Chandigarh administration was constantly reducing. But now the Central government has issued a notification on September 25 which had done away with the 60:40 scheme for intake of government employees in Chandigarh.

According a report in Ajit newspaper, in the new notification Chandigarh is clubbed with other Union’s Territories. The notification says that the Central government shall employ 80% employees in Chandigarh and 60 percent of remaining 20% employees will be taken from Punjab on deputation. The notification says that 50 percent of vacancies in Chandigarh administration will be filled through direct intake and 50 percent through promotions.
