The Untold Story of Human Shields of Behla Encounter | Exclusive on International Human Rights Day

 

 

 

On International Human Rights Day 2026, the Sikh Siyasat presents this exclusive documentary narrating the hereto untold story of those survivors who were used as “human shields” during the 1992 encounter between Sikh kharkus and the Punjab police, BSF and other Indian forces.

Under international law, the use of human beings as shields in an armed conflict is prohibited. Rule 97 of the International Humanitarian Law by the International Committee of the Red Cross says, “[t]he use of human shields is prohibited”. Fourth Geneva Convention also lays a bar on use of human shields. Still the natives of village Behla were use as human shields. Seven civilians lost their lives in this incident. This documentary is based on accounts narrated by survivors, eyewitnesses, relatives of victims and the residents of Behla village in Tarn Taran district of Punjab.

This documentary is dedicated to the memory of those innocents who were used as human shields in violation of the international humanitarian law.
